If Xi Jinping were really smart (he's actually not that smart) he'd shut his mouth and continue exporting cheap REE's to the US to continue the suppression of our mining industry.
the reason that the companies gave for not starting operations was low prices for their output. They were waiting for prices to come up and then would get it going. The main hold up was not environmentalists but rather the Native American tribes and Ranchers. I guess the ranchers figured out that their access to precious water would be diminished in some way.
